Effects give text, embellishments and other items on our pages dimension. When you combine effects, you can create very realistic looking items. I will be using Amanda McGee's ScrapSimple Embellishment Templates: License Plate Biggie.

The Bevel Tool is found on the Effects Toolbar under 3-D Effects. You will have many options to set and I will share the settings I used for this tutorial.

Drag each layer of the template onto a new image and line them up. Select each piece of the template with the Magic Wand and add a color you like. If you want to choose a color from your photo, use the Eyedropper Tool, right-clicking for background color and left-clicking for foreground color. Use the Paint Bucket to add color to each of the layers.
Drag a state onto the template if you wish, and color the same as the frame.

Open a new transparent image and drag the letters/numbers for the main part of your license plate onto it. Align them and Layers> Merge> Merge Visible. Select the letters with your Magic
Wand and color them the same as the base of your license plate. Copy>
Paste As New Layer (Ctrl+C, Ctrl+L) into your license plate image.
Repeat this step for the stickers and other writing you would like
on the license plate.

Select your sticker layer and go to Effects>
3D Effects> Inner Bevel. My settings are: Bevel: 1, Width:
1, Smoothness: 5, Depth: 2, Ambience: 0, Shininess: 35, Color: White (#ffffff),
Angle: 315, Intensity: 50, Elevation: 30. Play with the settings until
you like what you see and click "OK."

Repeat, adding a bevel on each layer. Soccer and New
Hampshire bevel settings: Bevel: 3, Width: 15, Smoothness: 35, Depth:
20, Ambience: 0, Shininess: 25, Color: #a9c9c9, Angle: 315, Intensity:
50, Elevation: 45.
I played with the opacity settings on these layers after
I had my bevels done to blend them into the plate a bit.

Screw base: On the Screw Base Layer, I ran Lori Cook's Silver #4 before
I added the bevel settings. Bevel: 1, Width: 7, Smoothness: 11, Depth:
41, Ambience: 0, Shininess: 35, Color: #ffffff, Angle: 315, Intensity:
50, Elevation: 30.

Philips head: Effects> 3D
Effects> Cutout. Vertical: 2, Horizontal: 2, Opacity: 82,
Blur: 2.00, Shadow color: Black, Fill color (checked): med gray.

For the Frame, I made it a bit smaller than the base
by dragging the Pick Tool handles in just a little bit so the base
layer shows around the outside.
Frame: Bevel: 2, Width: 7, Smoothness:
11, Depth: 10, Ambience: 0, Shininess: 35, Color: #ffffff, Angle: 315,
Intensity: 50, Elevation: 30.
Base: Bevel: 1, Width: 2, Smoothness:
20, Depth: 5, Ambience: 0, Shininess: 35, Color: #ffffff, Angle: 315, Intensity:
50, Elevation: 30.

Speedometer: Bevel: 12, Width: 2, Smoothness:
20, Depth: 5, Ambience: 0, Shininess: 35, Color: #ffffff, Angle: 315, Intensity:
50, Elevation: 30.
Once you have all your 3D settings done, add a small
drop shadow to the screws and stickers and save as a PNG file. I would
also save as a PSD file in case you wish to make changes later.
